COUNTY AFFAIRS

MEETING OF MASTERTON COUNCIL BUSINESS BEFORE FINANCE COMMITTEE. BALANCE SHEET FOR YEAR. A meeting of the finance committee of the Masterton County Council was held in the CounJd Chambers today. Mr 11. 11. Mawley presided. There were also present: Messrs J. Donald, P. R. Welch, W. I. Armstrong, J. W. Colquhoun, G. Moore, R. E. Gordon Lee and the County Clerk, Mr J. C. D. Mackley. The County Clerk submitted the balance sheet for the year ended March 31, 1941. which was perused with interest by all members of the council. Members expressed satisfaction that the financial year had concluded with a cash credit balance of £3.477 4s 10d as compared with a debit balance of £707 16s 8d the previous year. The chairman complimented the Clerk (Mr Mackley) on having completed the balance sheet up to time, when it was considered that he had taken a particularly active part in the recent Patriotic Queen Carnival held in Masterton.

The balances in all the ridings showed a credit for the year as follow (figures for the previous year being given in parentheses):—-Opaki, £494 Us lid (debit £784 2s lid); Rangitumau, £7OO 4s 5d (debit £197 8s 9d); Upper Taueru, £245 10s lOd (credit £5 3s lOd); Te Whiti. £461 18s lid 'debit £730 Gs 2d); Uriti, £539 3s 7d (debit £439 15s 3d); Wainuioru, £491 16s 6d ’ (debit £350 18s 3d). Statements showing the particulars of roading expenditure on all reads in the ridings were placed before the council together with a complete summary headed metalling, grading. culverting, etc. The cost per mile of all roads was also shown. The tender of Wairarapa Transport Ltd. was accepted for metalling the Homewood and Kaiwhata roads. The matter of obtaining urgent approval of the tenders which were received and recommended for acceptance on February 4 to the Public Works Department was left in the hands of the county clerk to interview the authorities in Wellington. Mr A. P. Hancock was granted leave of absence for the duration of the war as he had been accepted for service with the R.N.Z.A.F. The action of the county 'clerk in appealing to the Transport Department against the impressment of a truck was confirmed. Mr E. A. Clement, on the recommendation of the management committee of the Upper Plain Water Supply was appointed permanent caretaker of the water races.

Receipts since last meeting amounted to £10,049 15s 4d of which £5,736 Ils 7d represented subsidies paid by the Main Highways Board and the Public Works Department on maintenance and construction works. Total subsidies outstanding by the Government at March 31 amounted to £l2O 13s 7d, Accounts for £2926 5s lOd were recommended for payment.
