GUARD ON CONVOYS
ANGLO=AMERICAN STAFF TALKS ' ANTICIPATION OF POSSIBLE ACTION. PRESIDENT'S DECISION AWAITED. (By Telegraph—Press Association—Copyright; (Received This Day, 11.25 a.m.) NEW YORK, April 4. "British and American naval representatives have commenced staff talks on methods of operating a joint convoy system if and when President Roosevelt has decided in favour of it,” says the “Nev/ York Times” Washington correspondent. "One plan consists of American convoys as far as Iceland, where the British Navy would take over duty. It is emphasised that the talks have been arranged in accordance with the Navy Department’s policy of preparing for all contingencies. This does not mean that President Roosevelt has yet decided in favour of American convoying, although the feeling is growing in Washington that he must eventually take steps to ensure that war supplies; are not lost at sea.”
