EXPANSION IN UNITED STATES OUTLOOK IN FAR EAST. BRITISH SHIPS SEIZED BY JAPANESE. (By Telegraph—Press Association—Copyright) WASHINGTON, April 3. The Senate passed the 4,393.221.154.dollar fifth supplementary Defence Appropriation Bill, which provides funds for 3600 bombers and an expansion production facilities to equip an army of 4,000,000. Senator Wheeler announced the appointment of an executive committee to plan a nation-wide drive, designed to prevent the Government taking the few remaining steps leading to actual participation in the war. President Roosevelt has ordered Rear Admiral Ghormley, assistant chief of naval operations, to return to London as naval observer. According to a Rome Message the newspaper “11 Messagero” commenting on Mr. Matsuoka’s visit, openly discusses the probability of the war spreading to the Far East and the United States figuring in it. It says that this could happen, particularly if the American fleet went to Singapore.
Japanese authorities are reported to have seized five British freighters in the port of Shanghai. The cargoes were removed on the pretext that they were destined for the Chungking Government. A • strong protest is reported to have been lodged.
