FAMILY ENDOWMENT
THE AUSTRALIAN SCHEME. _ (By Telegraph—Press Association—Copyright) CANBERRA, March. 28. Under the Child Endowment Bill, the second reading of which was moved in the House of Representatives yesterday by the Minister of Labour, Mr. Holt, about a million children will be eligible for an endowment of 5s a week. Mr. Holt explained that the essential provision was the payment of 5s a week for all children under 1G years of age in excess of one child in each family. The cost of the scheme would be approximately £13,000,000, the major portion oi which would be raised by a tax of 21 per cent, on wages paid by employers. The whole aim was to supplement the wages and income of the .family man rather than tinker periodically with the basic wage, which at present was regulated by fluctuations in. the cost of living. The Assistant-Treasurer, Mr. Anthony. said that there was 100.000 fewer children under 15 in Australia than there were seven years ago. The Leader of the Opposition, Mr. Curtin, secured an adjournment of the debate.
