CHINESE RESOLVE
NO PEACE WITH JAPAN DEMAND FOR COMPLETE WITHDRAWAL. NANKING POLICEMAN SHOT BY GUNMAN. (By Telegraph—Press Association—Copyright) CHUNGKING. March 20. Chinese officials said today that only the complete withdrawal of Japanese forces from China could lead to peace negotiations between China and Japan. Political quarters expressed the opinion that peace was out of the question, especially after President Roosevelt’s speech. Chinese gunmen in the International Settlement at Shanghai shot and critically wounded Chu Chien-Kung and Chuang Chin-Tang, Chinese members of the Nanking political police. The gunmen escaped. ANOTHER OUTRAGE (Received This Day, 9.35 a.m.) SHANGHAI, March 21. A Chinese fatally shot Mr. Ler Tienchuen, aged 60, manager of tha Development Board of Nanking’s Central Government Bank in the United States marine defence sector today. The assailant escaped. PLANS BEING SHAPED FOR WAR & AFTER-WAR PERIODS. (Received This Day, 9.35 a.m.) CHUNGKING, March 21. The newspaper “Tatung Pao” report; ed today that. the Central Planning Board, called General Chiang Kaishek's brain trust, is compiling a comprehensive three-year plan to co-ord-inate war time and political affairs and a five-year after the war reconstruction plan.
