A Foreign Office spokesman said that the Foreign Minister, Mr. Matsuoka, was staying in Moscow possibly for three days in order to "extend Japan's greetings to the U.S.S.R.” It had not yet been ascertained who he will meet, but it was expected that he would renew his acquaintance with M. Molotov.

The spokesman said that Mr. Matsuoka's mission concerned Germany and Italy only, therefore, he would conduct no negotiations in Moscow.
