PAUSE AT MOSCOW
MR. MATSUOKA’S TOUR SIGNIFICANT DEVELOPMENT. CONDITIONAL DISCUSSIONS IN WEST. (By Telegraph—Press Association—Copyright) (Received This Day, 9 a.m.) TOKIO, March. 18. The highest significance is attached to an official announcement today that Mr. Matsuoka will pause at Moscow for two days' en route to Berlin and Rome. Informed observers in Tokio believe that Mr. Matsuoka talks in Moscow will vitally affect Japan’s role in the Axis plans. Observers are of opinion that Japan is seeking guarantees from Russia to safeguard her interests bordering on Siberia before committing herself to any irretrievable concrete action. It is also understood that Mr. Matsuoka will pause at Moscow on his return. Observers deduce from this that discussion in the west would be made conditional upon what occurs at Moscow during both of Mr. Matsuoka’s. visit there.
