' MR JORDAN ADVOCATES CHANGE. DIGEST FOR MUNICIPAL ASSOCIATION. Stating that he had made a digest of reports concerning rating on annual value as against unimproved value, which had been presented to the Municipal Conference held recently in Auckland, the Mayor, Mr T. Jordan, who is also president of the association, speaking at last night’s meeting of the Masterton Borough Council, said rating on unimproved values had served its purpose in the early development of towns. A number of delegates at the conference had not previously seen the reports from which the digest was made and the report he had prepared was being circulated among individual members of councils in the hope of getting their opinion. A certain section of the community believed in single tax, but he hoped councillors would consider the matter on its merits. The digest was made up of summaries of reports by the ex-Town Clerk of Dunedin, the Chief Clerk of the Valuation Department, a committee of the Wellington City Council, a committee of the Municipal Association, and a speech by Sir John Simon in the House of Commons. “You know as well as I know that this rating on unimproved value is nonsense.” said Mr Jordan.
