In a recorded speech, made before his departure, the Foreign Minister, Mi’ Matsuoka, said he had no special agenda for his conferences with Hitler and Mussolini. Excessive publicity had been given to his trip. He was merely following the examples of American and European statesmen, who frequently visit foreign countries. He continued: ‘Upon leaving Japan, I want to ask the Japanese people to remain calm. We must not get unduly excited and also must not regard any country as a particular enemy. Some Japanese consider arrogance against foreigners as patriotism. That might not only embarrass the Japanese nation, but is unworthy of the Japanese. We must treat foreigners with kindness.”
