SENATE ADOPTS AMENDMENT TO BILL LIMITATION OF RIGHTS. MAJORITY CONGRESS VOTE NEEDED. (By Telegraph—Press Association—Copyright* (Received This Day, 11.45 a.m.) WASHINGTON, March 5. The Senate adopted an amendment to the Lease, Lend and Aid Bill clarifying the right of Congress to terminate the Bill’s powers at any time by a simple majority vote. USE OF TROOPS AMENDMENTS BEING OPPOSED. WOULD ENCOURAGE JAPANESE. (Received This Day, 12.45 p.m.) WASHINGTON. March 5. Senate leaders have decided to oppose any amendments of the Aid Bill I designed to confine the activities of American troops to the Western Hemisphere, because Mr. Cordell Hull, (Secretary of State) advised that such proposals would encourage the Japanese to be more aggressive.
