"Much greater personal effort and sacrifice will be required from all classes in Britain before victory can be won." declared the Under-Secre-tary for Air, Captain H. Balfour, in a speech. "Some people are drawing more money than in peace time. A section of the people has scarcely fob the war. These people will have to give up more and the rich will have io do with much less."
