A recent report* stated that Scott, who is a well-known New Zealand journalist, had been warned by Senor Arnolfo Arias, the newly-elected president of Panama, that his conduct was not sufficiently "neutral” because he supplied to the manager of a local beer garden a news bulletin announcing an English victory over the Italian navy.
