preparing the relative papers: for submission to the boards. 'l'he appeal period of 10 days having expired, for some weeks before and after Christmas a large staff of clerks and typists was engaged in preparing forms of acknowledgment which were sent to all appellants. Because all the ap.poals were first dealt with in the head office of the National Service Department, Wellington, extra staff had to be engaged to coi>e with the volume of work. Thi.s was not so with the appeals against territorial service, these having been lodged with the secretaries of the various manpower committees.

Appeals received by the department after the expiration of the 10 days allowed by law may receive consideration providing they are not more than a month late, and a satisfactory reason is given by apjH'llanit as to why their appeals were not forwarded within the 10-day period.
