An explanation of Spain’s attitude in ■ taking over the international zone at i Tangier has been given by the Spanish . Foreign Minister, Senor Sutler. After
•eferring to .the international statute as
> a document of rapacity depriving i Spain of her rights he asserted that Spain had had to take action to fore- , stall somebody else who wanted to gain i a hold in Tangier. He did not say who I Spain's rival was but claimed that ' other forces wanted to take part with | Spain in the defence of Tangier, adding j that these people could not hope to j gain a fooling there.
Reports from Tangier speak of Spanish hostility to Italians. By contrast the Spanish are reported to be very civil to British subjects
