FOREIGN SHIPS
POSSIBILITY OF SEIZURE IN AMERICA. POLICY STATEMENT NECESSARY. (By Telegraph—Press Association—Copyright) NEW YORK, December 26. The “New York Times” Washington correspondent says official sources said that the legal and financial hurdles barring the way to the possible seizure of foreign ships in American ports, including Danish, Nazi and Italian, have been cleared. Only a policy statement by President Roosevelt and the State Department is necessary. Whether President Roosevelt would announce a decision by radio is a matter of conjecture, but informed quarters are of the opinion that a decision will be delayed.
