OVERSEAS SERVICE
APPEAL BOARDS SET UP PERSONNEL ANNOUNCED. SIX BODIES TO OPERATE. (By Telegraph—Press Association.) WELLINGTON, This Day. The appointment' of six Armed Forces Appeal Boards, under the National Service Emergency Regulations, 1940, was announced yesterday by the Minister of National Service, Mr Semple. They will deal with .appeals from reservists drawn in the ballot for overseas service, and with appeals based on conscientious objection in either overseas or territorial forces. The existing Manpower Committees will continue to' deal with Territorial service appeals on other than conscientious grounds. The Minister said that as the Armed Forces Appeal Boards were to, be judicial bodies the chairman would in each case be a Stipendiary Magistrate. Every endeavour had been made to appoint as members persons wellknown to the general public and whose fairness and integrity could not be questions. Merchants, farmers, trade unionists, manufacturers, county, city, and borough councillors, and the Press were represented.
NORTHERN AREAS. No. 1 Appeal Board will have headquarters at Auckland, with jurisdictionover. No. 1 and No. 3 military areas, which include North Auckland, Auckland city, and the districts to the south as far as Pokeno. Mr C. R. OnWalker, S.M. (Auckland) will be chairman, and he will have associated with him Mr T. P. McCready (Auckland), and Mr A. N. Samuel (Auckland) as members. Mr H. E. Hewlett (Whangarei.) and Mr J. O. Liddell (Auckland) have’been appointed deputy members. No. 2 Appeal Board will have headquarters at Hamilton with jurisdiction over No. 2 and No. 4 military areas, which include the Waikato, Thames, Rotorua, Bay of Plenty, and northern King Country districts. Mr S. L. Paterson, S.M. (Hamilton) will be chairman, and he will have associated with him Mr R. Coulter (Te Aroha) and Mr A. E. Manning (Hamilton) as members. Mr D. V. Brvant (Te Rapa) and Mr J. Neale (Ngatea) have been appointed 'deputy members. No. 3 Appeal Board will have headquarters at Wanganui with jurisdiction over No. 6 and No. 8 military areas which include Manawatu, Rangitikei, southern King Country, Wanganui, and Taranaki districts. Mr A. Coleman, S.M. (Wanganui) will be chairman and he will have associated with him Mr T. B. Ewens (Waitara) and Mr T. R. Lees (Palmerston North) as members. Mr F. S. Goldingham (Palmerston North) and Mr T. E. Trask (Eltham) have been appointed deputy members. No. 4 Appeal Board will have headquarters at Wellington, with jurisdiction over No. 5 and No. 7 military areas, which include Wellington City and Hutt Valley, Wairarapa. Hawke’s Bay, and Gisborne districts. Mr W. F. Stilwell, S.M. (Wellington), will be chairman, and he will have associated with him Mr J. W. G. Brodie (Wellington), and Mr A. Parlane (Wellington) as members. Mr Jack Coleman (Lower Hutt) and Mr Percy Coyle (Wellington) have been appointed deputy members. SOUTH ISLAND. No. 5 Appeal Board will have headquarters at Christchurch with jurisdiction over No. 9 and No. 10 military areas, which include Marlborough. Nelson, West Coast, and Canterbury districts. Mr F. F. Reid, S.M. (Christchurch) has been appointed chairman and he will have associated with him Mr A. H. McKane (Greymouth) and Mr G. M. Hall (Christchurch) as members. Mr T. M. Charters and Mr J. E. Jones (both of Christchurch) have been appointed deputy members. No. G Appeal Board will have headquarters at Dunedin, with jurisdiction over No. 11 and No. 12 military areas, which comprise the whole of Otago and Southland. Mr J. R. Bartholomew, S.M. (Dunedin) has been appointed chairman, and he will have associated with him Mr B. S. Connor (Dunedin) and Mr James Price (Invercargill) as members. Mr H. Hodgson (Dunedin) and Mr J. W. Smith (Invercargill) have been appointed deputy members. The Minister said it was his intention to hold a conference of chairmen and members before the sittings began. It was expected that the boards would sit about the end of January.
WELLINGTON MEMBERS. Mr Stilwell was appointed to the magistracy in July, 1933. He had previously a wide experience in legal practice in Auckland. Leaving with the Main Body in the Great War, he took part in the landing at and evacuation of Gallipoli. He was awarded the Military Cross when a second lieutenant at Messines and was subsequently promoted to captain. He received several other decorations, and on his return to New Zealand in 1918 retained an active interest in military matters. He has displayed a broad understanding of men in organisation and administrative work.
Mr Parlane, born in Rangiora in 1869, was for many years an active worker in Labour interests. He is well known through his connection with the Wellington Drivers’ Union and the New Zealand Drivers’ Federation. He has occupied the following positions:— President of the Wellington Trades and Labour Council president of the Wellington L.R.C., president of the Wellington School Committees and Educational Federation, president of the Wadestown Municipal Electors' Association. He was for some time a member of the Wellington City Council. Mr Coyle was organiser for the licensed trade in New Zealand for about 10 years, and for the past five or six years has been secretary of the National Council of the licensed trade of the Dominion.
Mr Brodie served for a number of years with Messrs W. D. and H. O. Wills and was appointed managing director of that company in New Zealand. A few years ago he resigned from this company and started British and Dominion Traders. Ltd.
