(By Telegraph—Press Association—Copyright) TOKIO, December 8. “Such a loan is tantamount to challenging war with Japan,” declares the newspaper “Hochi Shimbun,” commenting editorially on the United States decision to grant China a loan of 100,000,000 dollars. “It is like throwing bombs against the foundation work for the establishment of a new order in East Asia and has given an unpleasant and unforgettable impression to the Japanese people,” the paper adds. Vice-Admiral Boshiro Hosogaka has been appointed supreme commander of the Japanese fleet in South China waters, succeeding Vice-Admiral Umataro Tanimoto, who has been assigned to the general staff of the navy. Vice-Admiral Tanimoto will have an audience with the Emperor on Tuesday regarding the activities of the Japanese fleet in South China waters.
