A JAPANESE TRIAL BALLOON ACCORDING TO THAILAND AUTHORITIES. BRITISH AND AMERICAN DENIALS. (By Telegraph—Press Association—Copyright) (Received This Day. 11.38 a.m.) WASHINGTON. November 18. Mr Sumner Welles, Assistant-Secre-tary of State denied Tokio reports of a military pact offer to Siam. A Bangkok message states that the American Minister and the British Legation denied the Tokio reports of an Anglo-American pact offer, while reliable circles close to the Government said it was without foundation —a Japanese trial balloon.
