PROPOSALS IN AUSTRALIA LICENSING OF GROWERS. PAYMENT OF GUARANTEED PRICE. (By Telegraph—Press Association—Copy right I (Received This Day, 9.10 a.m.) MELBOURNE, This Day. The Federal Minister of Commerce, Sir Earl Page, last night announced the Government’s plan for the stabilisation of wheat prices and production. Sir Earl Page said the Government realised that stability in industry was essential for the economic and social stability of Australia in war time. The principles of the plan are a guaranteed price of 3s 6d a bushel for ports, with bagged deductions for sidings on the basis of 2Jd for receiving and handling and 4ld for railage. Provision will be made for the creation of a fund into which surplus market realisations will bo paid. The realisations of high price years will meet the debits of low price years. All wheat growers will be licensed, each licensee to sow each year only the acreage authorised by the Government.
