REORGANISATION PLANNED. AIMS OF SELF-SUFFICIENCY. (By Telegraph—Press Association—Copyright) TOKIO, November 1. The “Asahi Shimbun'’ said the Government plans a fundamental reorganisation of the agricultural industry, abandoning the policy of dependence on overseas consumption. It said the Agricultural Ministry would submit to the Diet in January Bills whereby the production of highgrade raw silk for export would be controlled and protection for its domestic consumption as wool and raw cotton substitutes would be increased, and also official prices fixed for all grades.
