The only explanation yet offered of the special device used by the Italians in an attempt to torpedo ships at Gibraltar is a guess that it may be a development of the tiny torpedo craft called a "sea tank," used in 1918 to sink' a cruiser at an Austrian naval base in the Adriatic. Features of the “sea lank" included a silent electric motor and barbed rotary chains enabling it to crawl over harbour obstructions.

A communique issued at Gibraltar stated that the Italians unsuccessfully attempted to torpedo ships in the harbour with a special device. One torpedo exploded harmlessly at the harbour entrance and another ran ashore on Spanish territory.
