STATEMENT BY PRESIDENT INONU STUDY OF THE SITUATION. HOPEFUL VIEW OF RUSSIAN ATTITUDE. (By Telegraph—Press Association—Copyright) (Received This Day, 11.35 a.m.) ISTANBUL, November 1. The President, Ismet Inonu. in a speech in the Assembly, said Turkey would not enter the war, but was studying the Mediterranean situation. Turkey and Britain were studying the position in the Balkans. “While thinking of our own welfare,” the President said, “we are loyal to our friends and obligations, which are unshakeable. Foreign relations with Russia have gone through a critical period but have taken a friendly turn. Soviet policy, in face of a dark world, is one of the greatest security. We decide to act for the interest of the nation, not harming anyone. Our country is financially sound amidst the world economic crisis/” I
