REGISTRATION OF EVERY MAN AND WOMAN. WAR EMERGENCY SCHEME. OTTAWA. General registration of every man and woman over 1G years of age under the war-time National Registration Act took place across Canada between August 19 and 21 to give the Government a complete record of the human resources of the country, and show in what manner each person can best be fitted into the war effort. Each person who registers receives a certificate, which he must always carry with him. Severe penalties are provided for those who fail to register, and for employers who hire any person unable to produce a registration card. Those who. through business or pleasure, are out of Canada on the registration days, must fill out a registration card at their own post office within thirty days after their return to Canada. Alien residents in Canada must also register.

National registration will be carried into the Far North by airplane, boat and dog team, but the period of registration has been fixed as from August 15. 1940. to January 15, 1941. Eskimos and Indians arc not being registered, but in the huge area of the North-West territories and the Canadian sub-Arctic there is a. widely scattered population of hunters, trappers, prospectors, mine workers and those engaged in services to the Arctic pioneers, who will be required to register. Major McKean of Arctic expeditionary fame will direct registration at the various settlements to be touched by the annual Eastern Arctic patrol on board the Northern supply ship Nascopie, and he will deputise Royal Canadian Mounted Police officers or other reliable parties to complete the task at other points. Over 16,500,000 cards, forms and certificates, weighing over 400 tons, to be used for the registration, have been distributed all across Canada. Ten thousand mail bags, each weighing about 80 pounds and filled to capacity with cards and forms were used to complete the shipments. About 8,000.000 persons in Canada are within the age limits.
