NEGOTIATIONS FOR PACT DENIED. PRESIDENT RECEIVES RUSSIAN AMBASSADOR. (By Telegraph—Press Association—Copyright) LONDON, October 17. An Ankara message states that President Inonu received the Soviet Ambassador, M. Vinogradoff. The Turkish commander-in-chief was present. The Istanbul correspondent of the Associated Press of Great Britain says the Turkish Foreign Office spokesman stated that he had no knowledge of negotiations between Turkey and the Soviet for a mutual assistance pact.
