EXPORT OF SCRAP IRON & STEEL. OBVIOUSLY AIMED AT JAPAN. (By Telegraph—Press Association— Copyright) (Received This Day, Noon.) WASHINGTON, September 26. President Roosevelt's ban on the export of iron and steel scrap obviously is aimed at Japan, which will be the importer most affected. It was known that the President and his advisers were considering action against Japan in accordance with British and American plans.
