President Roosevelt has named Mr Sumner Welles as United States representative on an emergency committee which will administer European possessions in the Western Hemisphere in the event of any attempt, to change their status or sovereignty. The establishment of the committee is the result of the Act of Havana, which provides one member of each Republic.
