STATEMENT BY PRESIDENT ROOSEVELT. AMERICAN DEFENCE PROGRAMME. (By Telegraph—Press Association— Copyright) (Received This Day. 11.0 a.m.) HYDE PARK. August 20. President Roosevelt revealed that Mr Roy Howard (now in Australia with the American journalists) is the individual ho mentioned on July 19 as declining a request to help in the defence programme. Mr Roosevelt added that he asked Mr Howard to investigate Fifth Columnism in South America.
