HAMPERED IN UNITED STATES TROUBLE OVER PROFITS LIMITATION. TALK OF CONSCRIPTING INDUSTRY. (By Telegraph—Press Association—Copyright) (Received This Day, 9.30 a.m.) WASHINGTON, August 20. The Army and Navy authorities recently were unable to place contracts for 5.725 aeroplanes, also guns for 28 destroyers, because manufacturers objected to profit limitations.
