The American Association at an emergency meeting, passed a resolution that strong protest be made to Washington after reports that Washington had ordered Mr Hart to accept the new Japanese plan for the British defence sector patrol. It was disclosed that the Japanese made a first proposal that volunteers take over B Sector instead of Americans, to which Washington agreed and ordered Messrs Hart and Peel-: to abandon their stand for occupation by the American Marines.

Mr Hart has sailed for Tsingtao mid meanwhile Scottish and Jewish civilian companies of volunteers are being mobilised to lake over B Sector.
