STILL UNDER DISCUSSION NEW RUMANIAN PROPOSAL. NEGOTIATIONS WITH BULGARIA ALSO IN PROGRESS. (By Telegraph—Press Association —Copyright) (Received This Day, 10.45 a.m.) LONDON, August 19. Rumania is reported to have informed Hungary that the proposal for the return of two-thirds of Transylvania could not be considered. Rumania has issued counter-proposals for an exchange of population and the cession to Hungary of sufficient territory to cover the exchange. The Hungarians have sought time to consider Rumania’s reply. Rumanian-Bulgarian negotiations on the future of South Dobrudja have opened at Craiova.
