Dr Seyss-In-quart. has issued a proclamation declaring that al! expressions of loyalty to the House of Orange are considered to be directed against the occupying forces and will be punished under the German criminal law. German, in addition to Dutch police, will enforce the order, which bans the wearing of emblems and specifically prohibits the celebration of Queen Wilhelmina's birthday on August 31 and Princess Irene’s on August 5.
