The War Department stated that Mr Stimson (Secretary for War) had referred erroneously to eighty-one arrested aliens in the Canal Zone as foreign agents, whereas in reality the.y are refugees who were granted a temporary haven several months ago by the Panamanian Government. It. was explained that the error was due to faulty transmission.
