The House Appropriations Committee approved a Bill implementing President Roosevelt’s requests for defence authorisations on July 10 totalling 4,863,151,957 dollars for cash and contract authorisations, making 10.040,225,5433 dollars available for defence expenditure in the current fiscal year. The House passed the Bill and sent it to the Senate.

The Senate Banking Committee reported favourably on the 500,000,000 dollars Export and Import Bank Bill, adding a provision prohibiting the use of the funds in violation oi the Johnson Act. The Senate Military Committee postponed action on the Conscription Bill, as strong support had developed for limitation of its immediate application to one million men.
