LONDON, August 1. According to ah agency message from Tokio reporting Mr Matsuoka, French Indo-China and the Dutch East Indies were said to be included in the “great chain of East Asian States” to be set up under Japanese control. Other points in Mr Matsuoka’s statement were that Japan would keep clear of the European War, that the settlement of the China question was of urgent and paramount importance, and that there would be a complete renovation of the Japanese education system, Parliament and foreign trade.
