UNDER THE AXIS
CHANGES IN RUMANIAN POLICY EXCHANGE OF MINORITIES PROPOSED. STATEMENT BY FOREIGN MINISTER. (By Telegraph—Press Association —Copyright) LONDON, July 31. The Rumanian Government is offering an exchange of populations as the basis of settling the minority problem, it was revealed by the Rumanian Foreign Minister, M. Manoilescu, after a long Cabinet meeting. He said the Government believed the time had arrived to give one more proof of its desire to live side by side with its neighbours. There were new methods in keeping with the spirit and methods of these times, and among them was exchange of populations, which had given the greatest satisfaction in the settlement of other similar problems. The Minister added that Rumanians could not feel they were masters in their own home unless the problem of the Jewish element in their midst had been solved.
He expressed gratitude that the Axis was going to leave Rumania free to shape her own destiny. The chief concern of the Axis in the Balkans was to maintain peace. Rumania wanted peace, but justice also. “WITHIN LIMITS” BULGARIAN & HUNGARIAN CLAIMS. BUCHAREST. July 31. The Foreign Minister, M. Manoilescu. after a Cabinet meeting issued a statement in which he said that Rumania was determined to keep the Bulgarian and Hungarian territorial claims “within certain limits.” by force if necessary. He added that Rumania was determined not to permit further loss of territory after the manner in which Russia took Bessarabia and Bukovina.
