The Secretary of Stale for the Dominions, Lord Caldecote, in the House of Lords, discussing the expansion of Empire productive capacity, said: “It is not only Canada in which we are looking for additions to our capacity. A conference will soon be held between Australia, New Zealand, South Africa and certain Colonial governments in order to survey existing arrangements for the development of supply sources. It is important not to regard this as a substitute for what we are doing in Britain. Nothing would be more encouraging for the enemy than the knowledge that we were transferring our efforts across the Atlantic and nothing more discouraging for them than the knowledge that these secure countries across the ocean are sending increasing supplies to Britain.” u
