AMERICAN SECURITY
AGREEMENT AT HAVANA CONFERENCE FAR-REACHING PLANS OUTLINED, JOINT ACTION AGAINST AGGRESSION. (By Telegraph—Press Association.) HAVANA, July 28. It is announced that substantial agreement has been reached by the full Committee for the Preservation .of Peace on all major topics, including colonies, measures to curb subversion, and inter-American economic co-oper-ation regarding surpluses of foreign exchange. The committee was formed by the Pan-American Conference to report on the proposals made for defending the security of the 21 republics. The committee has approved the colonies declaration, which will be presented to a plenary session of the conference, where unanimous acceptance is expected. One of the most significant and most important provisions of the project authorises one or more countries to act first and consult the others afterward when the hemisphere is endangered. In so acting, ’t is declared, the nation or nations would act on behalf of all the republics.
