RUMANIAN TERRITORIAL OFFER CESSION OF SEVERAL CITIES. EXCHANGE OF POPULATIONS ELSEWHERE. (By Telegraph—Press Association —Copyright) (Received This Day, 9.45 a.m.) BUCHAREST, July 29. Official quarters have indicated that Rumania is willing to cede to Hungary a narrow strip of Transylvania. It is stated that the Government would propose that Hungary content herself with the cities cf Satumare, .Oradea and Arad and the surrounding areas. There would be an exchange of populations in other districts.
