A sub-committee on the preservation of peace has agreed to the full details of the Havana declaration on colonies, which is being submitted to the full, committee later today. The declaration asserts the principle that colonies cannot be transferred to nonAmerican Powers, reasserts the Woodrow Wilson doctrine of self-determina-tion and establishes machinery to deal with emergencies and provisional administration if necessary.
