QUESTION OF EUROPEAN POSSESSIONS MR HULL INTRODUCING RESOLUTION. AT THE PAN-AMERICAN CONFERENCE. (By Telegraph—Press Association—Copyright) (Received This Day, 9.40 a.m.) HAVANA, July 23. Mr Cordell Hull announced at the Pan-American Conference that the United States tomorrow will introduce a resolution regarding the disposition of European possessions in the Western Hemisphere. The measure will be presented to the Committee on the Preservation of Peace, of which Mr Hull is chairman.

SOME PROPOSALS , PROVISION FOR TEMPORARY CONTROL. (Received This Day, 11.40 a.m.) HAVANA, July 23. The United States proposed that machinery for an inter-American mandate over European possessions in the Western Hemisphere should be effective in the event of these possssions being menaced with a change of sovereignty. This forsees government by three commissars representing three American governments. After the restoration of normal conditions, the area would be returned to the previous sovereign power, or declared independent if it were to govern itself. Envisaged areas do not include disputed areas such as the Falkland Islands, claimed by the Argentine, or British Honduras, claimed by Guatemala.
