INCORPORATION IN SOVIET LIKELY. (By Telegraph—Press Association —Copyright) (Received This .Day, 11.45 a.m.) LONDON, July 19. “The Times” Moscow correspondent says it can be assumed that the new Latvian Parliament will take notice of the popular demand for incorporation in the Soviet and that Russia will not reject the request if it is made.
