BULGARIAN DEMANDS ON RUMANIA CLASHES REPORTED IN DOBRUJA SERIOUS COMPLICATIONS IN PROSPECT. FURTHER SOVIET OCCUPATION DENIED. (By Telegraph—Press Association—Copyright) LONDON, July 19. The Sofia correspondent of “The Times” says that relations between Rumania and Bulgaria have suddenly become worse because of the failure of Bulgaria’s proposal for direct negotiations between Sofia and Bucharest about the' muchdisputed province of Dobruja, where open clashes are reported to be occurring between the Rumanian local authorities and the Bulgarian population. It is officially stated that the Rumanian forces which ,during the Bessarabian crisis were withdrawn from southern Dobruja, are now returning to their previous positions along the Bulgarian frontier. It is believed in Sofia that the situation will soon lead to serious complications. . A message from Bucharest says it is officially denied that Russia has occupied further areas in Rumania. The denial refers to a statement in London yesterday that Russian troops were reported to have further advanced, occupying 12 new districts in the Dorohoi Province, which adjoins Northern Bukovina.
