The United States Commissioner. Mr David Head, has recommended the District Attorney to charge Fritz Wiedemann. German Consul-General in San Francisco, with conspiracy in connection with the case of Herbert Hoehne, a German citizen charged with failure to register as a German agent. Mr Head has recommended the same action against “Mr Loeper" said to be Chancellor of the German Consulate al San Francisco. Mr Head said: "The facts show that Hoehne was personally delivering Consular mail to several Consulates. Wiedemann must have known that Hoehne was not registered as an agent of the German Government. It is my opinion that Wiedemann and Loeper committed an overt act. whence they conferred with Hoehne without reporting his presence here.”
