A new Estonian Government was formed after workers had seized Tallinn Castle and hoisted the red flag. They also occupied police stations. The new Government announced that its first tasks would be to develop sincere and friendly relations with the Soviet, to dismiss dishonest State employers. guarantee the rights of minorities. and improve the conditions of the workers as well as the intelligensia.
