CONTROLLING CONTROLLERS. Passage of the Logan-Walter bill by a top-heavy vote, 279 to 97, in the American House of Representatives, is an indication that the political pendulum has swung a long way from the reforming zeal of the early years of the Roosevelt Administration, notes the “Christian Scitnce Monitor.” Congress appears ready to support extensive curbs on the new administrative agencies from which uncertain or arbitrary actions are feared. At base, the bill represents a fundamental issue in ihe development of administrative law. The right of the citizen to judicial review of decisions by Government officials and his right to freedom from arbitrary bureaucratic exactions are important elements in liberty which true liberalism is supposed to defend. These considerations have played a leading role in tlie success of the measure.
