ESTABLISHMENT OF CANADIAN MINISTRY. STEPS TO MEET WAR NEEDS. OTTAWA. The establishment of a Canadian Ministry of Munitions and Supply was announced recently by the Prime Minister. Mr Mackenzie King, following a Cabinet session. The Hon. C. D. Ho-wc. Minister of Transport, was named to head the new department, which will supersede the War Supply Board. For the time being at least, Mr Howe will continue to be Minister of Transport as well. Further announcements named Mr George K. Shells, former director of administration of the War Supply Board, as deputy minister and Mr Leslie Thomson as comptroller and secretary. An Advisory Council has also been created to work with the minister.

The difference between the „ newlycreted Department and its predecessoi. explained Mr King, is that the department will have powers that the board did not have, such, for instance, as examining into and organising the industrial resources of Canada which directly or indirectly may contribute to the provision of munitions and supplies. Under the act creating the Department of Supply, it is provided tnat the Minister shall have authority: “To procure, purchase and acquire munitions of war and supplies und. io procure the execution and carrying out of defence projects for, during or respecting the present war, and to enter into contracts therefore; “To control or supervise and. if authorised by the Governor-in-Council, to procure, purchase and acquire or enter into contracts for the procuring, purchasing or acquisition of munitions of war and supplies for any of His Majesty's Governments, or for the Government of any Allied or associated “In providing for the establishment of a Department of Munitions and Supply.” the announcement stated, "the Canadian Government has followed the course of the British Government based on experience gained during the last war. At the time of the passing ol the act it was provided that the War Supply Board then established would function during the initial period, deferring the actual setting-up of rhe new department until such time as Canada's war needs rendered this step necessary. In the opinion of the Government' that need has now arisen. “The department will assume tne contracts and work of the War Supply Board, including the responsibility of noting rs purchasing agents in Canada for the British and French governments. It has been provided that ihe practice to be followed by the new department will be similar to that established during the initial period by the War Supply Board, including the provision that contracts will, as neietofore, require the approval of the Governor-General-in-Council.
