MR BARUCH’S PROPOSALS. PLANS TO DEFEAT GERMAN INROADS. By Telegraph—Press Association—Copyright. NEW YORK. June 3. Mr Bernard M. Baruch told the Press that the United States should embark immediately on a programme aimed at capturing and holding Latin American markets against prospective inroads by Germany - by restoring the barter agreements, granting credits and even subsidising exports if necessary.
