Mr Sumner Welles, broadcasting, said: “We are finally and fully aware of the danger of aggression. There has not previously been so comprehensive an understanding as now binds the American republics. Any aggression by. a non-American country. whether south or north of the Equator, challenges the security of all and will be so regarded."
