For the eventuality of the United States entering the war. the chairman of the Securities Exchange Commission, Mr Frank, has worked out a finance plan to produce a 20,000,000.000 dollars’ war chest.

The programme, resembling a forced loan project, is based on the assumption that the national income is 80,0 r i0,000.000 dollars and that there is no unemployment. It would require Congressional approval.
