By Telegraph—Press Association—Copyright. (Received This Day, 12.40 p.m.) LONDON, May 9. The low countries remain alert. The Dutch Commander-in-Chief has banned outdoor meetings of more than 500 people without a permit in the provinces of Overysel, Gelderland, North Brabant, Limburg and Utrecht. The police have arrested a former chairman of the German Chamber of Commerce for the Netherlands on suspicion of espionage. His chauffeur was arrested a few days ago. The Belgian Senate will meet secretly on May 16, after a group of Senators had demanded to hear what is being done regarding Germans living in Belgium. A decree bans three Germanlanguage publications as ‘'exorcising an undesirable influence on Army and civilian morale." It also announces that bargees and seamen of all nationalities entering Belgium after May 15 must have visas.
